God is saying through the prophet Malachi that heaven listen attentively when the righteous talk together. Not even is heaven listening with great joy and intensity, but the Scribes of heaven are writing down their names and everything the righteous say.
Then those who feared the Lord spoke with each other, and the Lord listened to what they said. In his presence, a scroll of remembrance was written to record the names of those who feared him and always thought about the honour of his name
(Mal 3:16 NLT).
Those who fear the Lord, the righteous people, always speak to honour the name of the Lord. Those who fear the Lord is seeking out others who fear the Lord to fellowship with them and talk about the goodness and greatness of the Lord Jesus Christ, the all loving Father and the powerful Holy Spirit. Righteous people love the Triune God and have his praise continually on their lips.
When the righteous talk together heaven listens carefully. In the presence of the Almighty God, the Creator of heaven and earth, a book of remembrance is written to record the names of those who fear God and talk about his goodness.
This tells me that God find great joy in the godly dialogue of the righteous. He value our conversation so much that he orders it to be written down in a book of remembrance for us. This book of remembrance is for our advantage on the day of visitation. God dignifies our righteous conversation by having it written down for our benefit on the day of his power. This writing was done because the Lord would make us his own on the day of his coming to fulfil his promises and show us mercy.
The book represents God’s providence and omniscience, his ever-wakeful care, his unfailing knowledge. “Are not these things noted in thy book?” says the psalmist (Ps. 56:8); and when the dead were judged, Daniel saw that the books were opened (Dan. 7:10). The idea is taken from the national records wherein were noted events of importance, such as we find in the cuneiform inscriptions (comp. 1 Kings 11:41, etc.; Ezra 4:15; 6:1; Esth. 6:1; Rev. 20:12). This book was to lie, as it were, always before the eyes of the Lord, to remind him of the righteous covenant keepers who always fellowship together and honour the name of the Lord..
